Making a top-page of medical institution website taking web accessibility of persons with disabilities into account, an unconformity between the order of oration and the design of that page may become a problem. The authors have also reported that many websites of medical institution have problems of web accessibility by inadequate markups in HTML. As a solution for these problems, the authors propose a model webpage written in HTML5+CSS3 satisfying the web accessibility guideline, using a grid-layout by the CSS Flexible Box Layout Module. Dividing a top-page into the boxes, and marking up the boxes as "sections," the authors may not only easily solve these problems, but also make a top-page as a responsible webpage that we may easily browse even by a small screen.
